This may be the worst class I've ever taken at UVA, so don't take this unless you have to for the Public Policy major/minor. The grading was incredibly arbitrary and expectations were unclear for most assignments, from papers to group work to exams. There were actually no rubrics for any papers or assignments, just a short list of vague instructions. Content was not taught in a clear or understandable manner by any of the professors, and test questions did not reflect acquired knowledge from lectures. The class was incredibly frustrating because understanding the material and/or studying did not guarantee success.
